Defined Role of the Arizona Supreme Court Fiduciary Certification Program: (Quote from the Supreme Court's Website - 2005)

"The Certification Unit exercises jurisdiction over certification, training and discipline of private fiduciaries in Arizona. In exercising its 
jurisdiction, the program's objectives are twofold:
	1. To provide initial and biennial training to applicants seeking private fiduciary certification.
	2. To ensure public confidence by processing complaints and conducting impartial investigations of allegations that result in corrective action 
	   or sanctions for the enforcement of the applicable statutes and rules."


Please Note:
The Role of the Fiduciary Certification Program must have recently changed.  The 2006 version now reads; (Quote from the Supreme Court Website)

"Role of the Program
The Certification Unit exercises jurisdiction over certification, auditing and discipline of certified fiduciaries in Arizona. 
In exercising its jurisdiction, the program's objectives include:

    * Effective administration of teh (sic) process to applicants and businesses seeking certification as a fiduciary, 
      as defined under A.R.S. section 14-5651.
    * Conducting random compliance audits of certificate holders to ensure compliance by the certified fiduciary to 
      statute, court order, court ruling, Arizona Code of Judicial Administration, Code of Conduct, renewal requirements 
      and continuing education policies.
    * Ensuring public confidence by processing complaints and conducting impartial investigations of allegations resulting 
      in appropriate dispositions according to the applicable statutes and/or the Arizona Code of Judicial Administration."


Please note that "corrective action"and "sanctions" have been replaced by "appropriate dispositions" and are no longer 
part of the explicit role of the Fiduciary Certification Program!
  
Now, how, when, and why did that happen?  Looks like the Supreme Court is no longer interested in issuing sanctions against 
a Fiduciary, or in seeing that corrective actions are taken to help the customers of fiduciaries and the people who file complaints.

Does anyone else see something wrong with this picture?  

Does this mean it's a "kinder, gentler" Fiduciary Certification Program?
